About the Organisation
The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific island countries can manage, control, and develop their valuable tuna fisheries now and into the future.
Based in Honiara, Solomon Islands, FFA’s 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.
Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – which currently contributes around USD $1 billion per annum to Pacific
economies through access revenue and contribution to GDP, and is important for many people’s livelihoods in the Pacific.
About the Opportunity
FFA now has a fantastic opportunity for a Financial Accountant to join our Corporate Services Division. This is a full-time role based in Honiara, in the Solomon Islands. This appointment is made on a three-year term and may be renewable for a further three years subject to availability of funds, ongoing need for the position and performance.
Reporting to the Finance Manager, this position exists to-:
- Ensure the integrity, accuracy, and timeliness of the Secretariat’s financial records. The role provides oversight of financial accounting processes, statutory compliance, and internal controls to safeguard the Agency’s assets and ensure adherence to accounting standards as well as donor and funding requirements.
- The position leads the financial operations function of the Finance Unit, which manages the day-to-day financial transactions and operational accounting activities of the FFA.
- A key responsibility is the timely preparation, presentation, and clearance of the annual audited accounts, as well as the provision of accurate and relevant financial information to support management decision-making, audit obligations, and financial reporting needs. The position also ensures the effective implementation of International Public Sector Accounting Standards (IPSAS).
- The incumbent must demonstrate a sound understanding of the policy directions set out in the FFA Strategic Plan 2020–2025 and the Roadmap for Sustainable Pacific Fisheries (endorsed by Leaders in 2015). The role contributes actively to the development of annual tasks aligned with the Business Plan, and supports the formulation of the Annual Work Programme and Budget (AWPB) and subsequent Revised Budgets.
- In fulfilling audit and reporting requirements, the Financial Accountant is expected to maintain detailed working knowledge of the Secretariat’s Financial Regulations, IPSAS, the FFA Corporate Governance Policy, the Financial Procedures Manual, and other key policy documents.
The Key Result Areas will include (but not be limited to):
Effective day-to-day Financial Management and Preparation of Annual Accounts and Budget support. This may involve:
- External Financial Reporting and Compliance
- Leadership and Oversight of Financial Operations
- Budget Monitoring, Analysis, and Reporting
- Financial Policy Support and Records Management
- Staff Supervision, Performance, and Development
About You
To be considered for this position you will have Bachelor’s degree in Accounting, Finance, or a related discipline and must have full professional membership with a recognised accounting body (e.g., CPA, CA, ACCA) with at least 5 years’ experience in financial accounting at a senior level, preferably in a regional or international organisation.
We are looking for someone who is very technically competent, with expert levl financial analytical skill sad experience leading compliance initiatives, managing financial reporting and a team leader who is able to be part of the Team that ensures integrity, accuracy, and timeliness of the Secretariat’s financial records. Candidates with experience in financial management systems in similar organisations as FFA will be highly regarded.

The Pacific Islands Forum Fisheries Agency (FFA) is offering the successful candidate a competitive salary of USD$54,332.00 – USD$76,704.00 p,a including Location and COLDA allowances, TAX-FREE for citizens of most countries.
An appointment offer is normally made at 85% of the salary grade for the position. Where justified the Director-General has the discretion to appoint at a higher level within the salary grades and ranges.
You will also have superannuation paid at 7.5% into either a nominated fund or as an additional cash supplement. FFA reimburses all reasonable medical, dental, and optical expenses for yourself and dependents. Insurance coverage is also provided for personal accident, life, medical & repatriation.
Education for dependent children will be reimbursed at 75% of tuition fees (Conditions apply). If your dependent child is educated overseas, paid school travel may be available for you or your child to visit each contract year.
Accommodation assistance is also available.
Additionally, relocation expenses will be paid, with an establishment grant paid on arrival in Honiara. Annual airfares back to your country of domicile will be provided. There is also a retention incentive of 21% of your base salary which will be paid on the completion of your 3 year contract.
On top of all this, you will have access to 6 weeks of annual leave each year.
